This web site was established as a communication tool for the West Beach Road Association (WBRA), a home owners association. The association is a nonprofit Washington State corporation located on Whidbey Island in Island County. The association was organized to establish an orderly means of operating and maintaining the water system that serves its membership, and also to maintain the private easement roadway within its boundaries. The WBRA purposes also includes standards for development and maintenance of properties (see the CC&R's and bylaws). Membership is limited to the owners of real property within those boundaries.
